CLEVELAND, April 5 -- Action on the Railroad Retirement and Survivors'
Improvement Act of 2001 moved to the Senate yesterday with the
introduction of S. 697, the companion bill to H.R. 1140.
At about 6:30 p.m. yesterday, the jointly-sponsored bill was introduced
by Senators Orrin Hatch (R-UT) and Max Baucus (D-MT), who are the authors
of S. 697. In addition to Senators Hatch and Baucus, S. 697 has 34
co-sponsors as of this morning.
In the House, H.R. 1140 now has 280 co-sponsors, inching ever closer to
the "veto-proof" level of 290.
If passed into law, the legislation would provide long-needed
improvements in the surviving spouse benefit, full retirement annuity at
age 60 with 30 years of service, elimination of artificial caps on
benefits, vesting after five years instead of 10, and provisions that
require the carriers to insure future fund solvency with future tax
increases if necessary.
It should be noted that at the close of business yesterday, the House
adjourned for the Spring District Work Period. BLE and GIA members whose
Representative(s) has not signed-on to support H.R. 1140 should contact
them at their home offices during the recess.
In addition, Senators are scheduled to leave Capitol Hill for Easter
Recess following the close of business on Friday, April 6. They are not
scheduled to reconvene until Monday, April 23. Prior to that time, BLE and
GIA members should contact their Senator(s) on Capitol Hill. After April
6, BLE and GIA members are encouraged to contact their Senators at their
home offices to ask that they co-sponsor S. 697.
