Teamsters Oppose Senate Plan To Tax Health Insurance Plans
The Teamsters on Thursday announced their support for Sen. Bernie Sanders’    (I-Vt.) amendment to eliminate the proposed excise tax on insurance plans from the Senate health care reform proposal. The 40 percent tax would be levied on family plans worth more than $23,000 and individual plans worth more than $8,500, starting in 2013. As those thresholds rise with inflation, more and more plans would be subject to the tax.

BMWED Legislative Update October/November 2009
Health Care (Insurance) Reform continues to be the dominate issue for Congress.  Important incremental progress was achieved during this reporting period.
On Saturday, November 7, 2009, the House approved by a vote of 200 - 215 a legislative package introduced on July 14 that was the product of three House Committees. Thirty-nine Democrats voted against the package and only one Republican, Rep. Anh, "Joseph" Cao of Louisiana voted in favor.

Survey Finds Employers Are Unlikely to Raise Wages If Health Care Excise Tax Is Enacted
A new survey of employers is being used by some lawmakers to cast doubt on a central premise of the Senate’s proposed excise tax on high-cost health insurance plans.
The study, released by Mercer, a human resources consulting firm, found that just 16 percent of the employers it surveyed during a recent Web seminar on health care legislation would be “likely” or “very likely” to raise wages if they cut benefits to avoid being hit by a 40 percent tax on the plans.
 
BMWED Legislative Issues - 111th Congress
Before its two-week recess in March, the U.S. Congress passed the historic health insurance reform legislation. The House passed the Senate’s Patient Protection and Affordable Care Act (H.R. 3590) by a vote of 219-212 on March 21, 2010. Soon after this vote, the House passed the Health Care and Education Affordability Reconciliation Act of 2010 (H.R. 4872) by a vote of 221-211. The reconciliation bill made changes to the Senate bill which included exempting all Americans from the 40 percent excise tax on high-cost insurance plans until January 1, 2018.
