2010 - 2011 HAZMAT TRAINING PROGRAM & APPLICATION
The Rail Workers Hazardous Materials Training Program will conduct the following hazardous materials transportation/chemical emergency response training programs at the National Labor College – George Meany Campus in Silver Spring, Maryland.

The Rail Workers Hazardous Materials Training Program prides itself on delivering the most valuable worker safety training available. Peer Instructors are members of the railroad labor community and take pride in offering the latest and most up-to-date information, teaching techniques and peer support.
MODULAR EMERGENCY RESPONSE RADIOLOGICAL TRANSPORTATION TRAINING
The US Department of Energy (DOE) has shipped large amounts and a variety of
radioactive material by rail for years. The number of rail shipments is expected to
increase in coming years. With the increase in rail shipments comes the increased risk for
rail incidents involving radioactive material.

FRA Safety Advisory 2011-03, Bridge Worker Safety
RA is issuing Safety Advisory 2011-03 to remind each railroad bridge worker, railroad, and contractor or subcontractor to a railroad of the dangers posed by walking on unsecured sections of walkway and platform gratings, especially without fall protection. This safety advisory contains various recommendations to the employers of bridge workers to ensure that this issue is addressed by appropriate policies, procedures, and employee compliance.
 
$150,000 UnionPlus Scholarship Program
Applications are now open for the 2012 Union Plus Scholarship Program, which provides $150,000 in scholarships to union members, their spouses and dependants. To apply, visit UnionPlus.org/Education. Support Democratic Elections for Workers
The House will soon consider H.R. 658, the FAA Reauthorization and Reform Act of 2011. Rep. Steve LaTourette (R-OH) will offer an amendment to strike an undemocratic provision in the bill (Section 903) that strips workers in the rail and airline industries of their right to fair elections, by undoing the new National Mediation Board's (NMB) election rule.

I urge you to fully support President Obama’s high speed rail initiative which will serve to reduce dependency on foreign oil and congestion on our highways, help improve our economy, and create much needed jobs.

OSHA penalizes BNSF Railway

KANSAS CITY, Mo. — The federal Occupational Safety and Health Administration has ordered BNSF Railway Co. to pay a Kansas City, Kan.-based employee $95,096 after he was disciplined by the company for reporting a work-related injury.
 
Health Care Reform Changes Coming Soon
Starting in the next few weeks, employees covered under the Railroad Employees National Health and Welfare Plan and the National Railway Carriers and United Transportation Union Health and Welfare Plan (the Plan) will receive their annual Open Enrollment Packets from Railroad Enrollment Services.
 
Financial Assistance Available for Families of Deceased Railway Employes
The John Edgar Thomson Foundation, established in 1882 and endowed by the will of Mr. Thomson, third President of the Pennsylvania Railroad, offers limited financial assistance to daughters of a deceased parent.
 
United Healthcare Class Action Suit
This week, members began to receive a "Notice of Proposed Settlement of Class Action and Final Settlement Hearing" in the case of The American Medical Association v. United Healthcare Corp. The Union first became aware of this mailing last week when United Healthcare (UHC) representatives informed the CRLO Subcommittee of the existence of the proposed settlement. The purpose of this letter is to explain, in layman's terms, the purpose of the notice and outline some of its provisions.

BMWED Sponsors B&O Railroad Museum Exhibit
From the outset of the Civil War, fleeing African Americans infiltrated Union lines seeking both protection and a chance to play an active role in the struggle against slavery. Both fleeing slaves and slaves that were property seized by union troops occupying Confederate territory (referred to as "Contrabands") were employed in various roles during the war, including as railroad laborers. By the end of the conflict, more than 10,000 African Americans served the U.S. Military Railroad and other lines. Many of these "Contraband" laborers who had learned valuable maintenance of way skills continued to be employed as track workers by the B&O and other railroads after the end of the war forming teams of "Gandy Dancers" in the third quarter of the century. read more ... view/print flyer

The Brotherhood of Maintenance of Way Employes Division (BMWED) of the Teamster Rail Conference represents railroad workers who build, inspect, maintain, and repair railroad tracks and related rail infrastructure throughout the United States. Founded in 1887, the BMWED is one of the oldest labor unions in the U.S. Many of the “Contraband” track workers honored in this exhibit continued to be employed by the B&O and other railroads after the Civil War. They and/or their ancestors working for railroads in the maintenance of way department would eventually become members of the BMWED as the union expanded nationwide at the turn of the 20th Century.     

 
Public Transportation Recognized with Stamp by the United States Postal Service
APTA is proud to take part in Thursday’s release by the United States Postal Service of a Go Green commemorative stamp series. Among the 16 designs in the series is a stamp featuring public transportation.

The Go Green stamps are meant to raise awareness of simple actions every American can take to conserve natural resources and promote the health of our environment. In a colorful and playful manner, the series conveys the positive message: there are actions – including riding public transportation – everyone can easily take to have an immediate impact on the air we breathe and the energy we consume.

Joining APTA at the First-Day-Issue ceremony on Thursday in Washington, D.C. will be U.S. Environmental Protection Agency Administrator Lisa Jackson and other environmental and government leaders.

The Go Green stamps will be available on April 14 at www.usps.com/green.

Fatality Analysis of Maintenance of Way Employes and Signalmen(FAMES).
In January 1997, the Federal Railroad Administration (FRA) implemented the Roadway Worker Protection (RWP) regulations, with the goal of eliminating fatalities and accidents involving maintenance-of-way and signal employees being struck by a train or other on-track equipment.
 
Claims for Railroad Sickness Benefits Available Online
The U.S. Railroad Retirement Board (RRB) has announced that railroad workers can now file biweekly claims for railroad sickness benefits online.
 
Change in Dues Structure for Sick or Unemployed
BMWED Bylaws, Article XV, Section 3, governing the payment of dues by members either sick or furloughed, was amended in part by the delegates attending the 2010 BMWED Second National Division Convention. The pertinent change reads as follows.
 
Track Inspection Survey Aggregate Report
In October 2008, the United States Congress enacted the Rail Safety Improvement Act of 2008 (RSIA). The RSIA mandates that the Federal Railroad Administration (FRA) initiate a number of rail safety improvements, rulemakings, and safety studies.
