Circular No. 650

TO ALL VICE PRESIDENTS
AND GENERAL CHAIRMEN
IN THE UNITED STATES

Dear Sirs and Brothers:

Re: Year 2001 Hazardous Materials Training Schedule

In conjunction with the George Meany Center for Labor Studies (GMCLS) we have scheduled six 4-day Hazardous Waste/Chemical Emergency Response Training Programs to be held during 2001. Four sessions will be held at the George Meany Center for Labor Studies in Silver Spring, Maryland and two additional "field programs" are scheduled for Los Angeles and Cincinnati respectively. The Silver Spring programs are open to members from throughout the U.S., while the "field programs" scheduled for California and Ohio will give preference to local participants within commuting distance to the training location.

The training will address both the criteria for Operations Level Training under OSHA 1910.120 and the requirements of the Department of Transportation (DOT) Hazardous Materials Regulations. Training includes advanced classroom instruction and intensive hands-on drills, including a simulated hazmat response in full safety gear. Under the terms of our federal grant, transportation, meals and lodging will be provided for all program participants. In addition, participants who are unable to receive regular pay through the railroad to attend training will be provided a stipend of $107.00 for each of the four days of training ($428.00 total stipend). Under the terms of the grant, full-time union representatives will be provided transportation, lodging and meals in the same manner as rank-and-file participants, however, full-time officers are not entitled to receive the daily stipend.

The program is open to all BMWE members and I strongly encourage division/federation officers, subordinate lodge officers, local activists, and interested members to submit application to attend one of these sessions.

The dates are as follows:

* February 27 - March 2, 2001 - Buena Park, CA
* March 19 - 22, 2001 - Cincinnati, OH

* Local participants within commuting distance to training location will be given preference for these off-site, localized "field programs."

I have attached an application form which I encourage you to reproduce and distribute to those members of your division/federation which you feel would be good candidates to participate in this training program. A minimum of ten (10) slots have been allocated to BMWE for each session. Participants who successfully complete the four-day training program will be eligible to receive college credit through the National Labor College of the George Meany Center. Completed application forms should be mailed or faxed (248-948-7150) directly to Rick Inclima at Grand Lodge. Final selection and notification of participants will be made by Grand Lodge approximately four to six weeks prior to each seminar. Due to the large number of anticipated applicants, only those members selected to attend will be notified. Successful applicants will remain responsible for arranging time off duty to attend.

If you have any questions regarding participant selection or would like further information regarding the Hazmat Training Program, please call Director of Education Rick Inclima at (248) 948-1010, ext. 626. We look forward to receiving your recommendations for participation in these important safety and health seminars.

In solidarity,

President
