The
responsibilities of the Grand Lodge Secretary-Treasurer
are detailed in Article V of the Grand Lodge Constitution
and By-Laws. He is the chief financial officer of the
Brotherhood and is responsible for the receipt and
disbursement of BMWE funds. He maintains and preserves
all financial and membership records and serves as the
Superintendent of the Death Benefit Department. To assist him in carrying out his
duties, a number of sub-departments have been created
within the Secretary-Treasurers Department. The
functions of these departments are briefly outlined
below.
Administration
Department
This department
coordinates the day-to-day functions of the
Secretary-Treasurers Department and interacts with
every other department at Grand Lodge. Headed by the
Administrative Assistant to the Secretary-Treasurer, the
department also monitors all transactions made by the
BMWEs money managers, as well as maintains
personnel records of Grand Lodge staff and employees.
Controller
This position was
established in 1994. The primary responsibility of the
Controller is to maintain the integrity of the BMWE
ledger systems.
Data Processing
Department
The
Secretary-Treasurers Department has been
computerized since 1966 and the Data Processing
Department is responsible for the recording and
maintaining of membership, accounting and payroll
records. In addition to the collection of data, the
department implements new data processing procedures for
the Grand Lodge and systems through the use of the most
advanced hardware, software and program analysis
available today. The department also developed and
maintains the BMWE web site on the Internet.
Death Benefit
Department
This department is
mandated by the Grand Lodge Constitution and By-Laws and
pays a death benefits of $500 to beneficiaries of
deceased eligible members. Participation in the Death
Benefit Department is closed to members joining or
rejoining the BMWE after December 31, 1962.
Financial Services
Department
This department maintains
a complete record of all payroll and expense
disbursements for Grand Lodge and the system divisions or
federations for which the BMWE processes payrolls. In
addition to individual computer payroll records for
daily, weekly, semi-monthly and monthly payrolls, this
department ensures compliance with U.S. Treasury and
Internal Revenue Service requirements.
Membership Services
Department
This department is
responsible for accounts receivable of dues and
assessments and preparing funds for deposit with the
BMWEs banks. In conjunction with the Data
Processing Department, it supervises and handles the
various dues checkoffs, dues receipts, death benefit
claims and standings, merit award requests and all
correspondence relating to membership records.
Reporting Services
Department
This department is
responsible for the review of all audit reports submitted
by the subordinate lodges and system divisions and
federations and assists in the control of reporting
requirements imposed by the Labor-Management Reporting
and Disclosure Act of 1959 which includes the processing
of subordinate lodge and system federation LM-3's, LM-2's
and the Internal Revenue Service Group Return 990s. The
department also assists with the conduct of seminars for
subordinate lodge secretary-treasurers.
To complement the
services provided by the Reporting Services Department,
the Grand Lodge Secretary-Treasurers Department has
three field auditors, each assigned to a geographical
area within the United States. Their duties are to audit
each lodge as frequently as possible and assist
subordinate lodge secretary-treasurers in the filing of
reports as required by the Constitution and By-Laws
and/or federal law.
