As the 43rd Grand lodge Convention approaches,
the first proposed changes to the Grand Lodge Constitution and By-Laws have been received
and are listed below.
A detailed procedure concerning how to make changes in the Constitution and By-Laws
was printed in the August 1997 Journal.
Anyone contemplating such changes in the Constitution and By-Laws should refer to
that article or refer to the actual Constitution and By-Laws which is available through
all Subordinate Lodges.
All proposed changes must be received no later than April 30, 1998 for publication
in the Journal. Any changes received after that date will be returned to the member who
submitted them and will not be acted upon by the Constitution and By-Laws Committee.
In the proposed changes listed here, language recommended for deletion is denoted
by a line through the word or words, while language that is recommended to be added is
denoted by underscoring and bold face type.

ARTICLE XXIV
Section 6
BE AMENDED TO READ:
Sec. 6. Eligibility Requirements. Any member who at the time of his or her nomination
for the position of Local Legislative Representative or Vice Legislative Representative,
must be a resident and registered and/or qualified voter of the State or Province from
which elected to serve and meet the eligibility requirements set forth in Article XXII,
Section 9, Paragraph 2 of these Constitution and By-Laws. These requirements shall also
apply to the position of State or Provincial Legislative Director and Assistant State or
Provincial Legislative Director at the time of his or her nomination to the position. Local
Legislative Representatives, Local Vice Legislative Representatives, State or Provincial
Legislative Directors and Assistant State or Provincial Legislative Directors who, upon
retirement or upon the receipt of an annuity, continue to pay full dues and assessments,
shall be eligible for election or re-election to positions authorized under this Article
except as otherwise provided in this Section.
Any member residing in the United States, including an incumbent State Legislative
Director or Vice State Legislative Director, who is seventy (70) years of age or over at
the time the election is held, shall not be eligible for election or re-election as a
State Legislative Director or Vice State Legislative Director.
Any member residing in Canada, including an incumbent Provincial Legislative Director
or Vice Provincial Legislative Director, who is sixty-five (65) years of age or over at
the time the election is held, shall not be eligible for election or re-election as
Provincial Legislative Director or Vice Provincial Legislative Director.

ARTICLE V, SECTION 17:
BE AMENDED BY ADDING NEW SECTION TO READ:

He shall keep record of the last known address and other
relevant data concerning any brother or sister who retires, whether by virtue of age or
for disability, and whether or not eligible for a death benefit under these constitution
and bylaws. Names and addresses so maintained shall be furnished to the Brotherhood's
Legislative Department upon request to further that department's lobbying efforts.
